Lore wise, the combine would absolutely win because their soldiers are trained, their weapons are really strong and advanced and they are able to request reinforcements if they need it. The combine soldiers AI is by all means alot better than the SCP guards, they retreat, they hide behind cover, and they use tactical strategies. I think the SCP guards are winning because their creators made them do more damage and have more health in order to make them a formidable enemy against the player, as opposed to the combine soldiers because they are meant to suppress the player and only give the player a challenge that they actually have to try to beat and think about how they can beat the soldiers, also because the combine soldiers are only meant to defeat 1-5 people at a time. The combine soldiers are also usually supposed to work in squads.
